Lindley, Director of Community Services DATE: September 25, 1997 (CC Meeting of October 1) SUBJECT: Consider Site for Proposed Tennis Courts at Arroyo Vista Community Park and Adopt Resolution No. 97-Li. 'll, Amending the 1997/98 Budget to Fund City's Share of Project Costs Summary The City Council is being asked to consider and approve the location of tennis courts at Arroyo Vista Community Park (AVCP) and direct staff to secure the services of a land surveyor and prepare a Request for Proposals to design and construct the courts. Discussion On June 11, the City Council heard testimony in support of constructing lighted tennis courts. The Council expressed a desire to build a tennis court complex that could potentially consist of 8 to 12 courts, with possible future growth of potentially 16 courts. On July 2, the City Council approved a loan from the General Fund in the amount of $176,000 to the Community Park Zone to construct four lighted tennis courts and directed that the City Council's Joint Use Ad Hoc Committee (Councilmembers Perez and Wozniak) develop a recommendation on a location for the courts. MUSD has since indicated an interest in funding an additional four courts, bringing the total number of courts to be constructed to eight. The Ad Hoc Committee has met twice at AVCP to identify and evaluate, what it believes are the three most viable location options. Keeping in mind the potential use and participation by MUSD and the desire to construct the courts in the near future, early 1998, the Ad Hoc Committee's focus was on the developed portion of the AVCP. The three site options identified were 1) immediately south of the gymnasium, running east to west along the toe of the slope, 2) at the location of the multi purpose court, 3) in the location of the unlit softball field. The map on Exhibit A further illustrates the three site options. To construct a minimum of 8 courts, the City needs an area of approximately 480 feet by 120 feet to accommodate a single row of 8 courts, or 240 feet by 240 feet to accommodate two rows of CAD O C S\ C OM SER V UENI S C Y A GD �0��34 Tennis Court Location Page 2 four courts. Site Option 1, south of the gymnasium, was considered most desirable by the Ad Hoc Committee. Placing a minimum of 8 courts in the location of the multi purpose court, Option 2, could pose a conflict with the future expansion of the gym. Option 3, the area of the unlit softball field appears to be to small and would provide little if any future court expansion if so desired. The Ad Hoc Committee proposes the construction of 8 courts, costs to be shared by the City and MUSD, south of the gymnasium (Option 1). The courts would be stacked in rows of two's and constructed in sets of four as shown in exhibit A. The two mature trees in the area of the proposed courts would remain if they are determined to be healthy (an evaluation is pending from a contract arborist). This site has the potential of accommodating up to 8 additional courts in the future, for a total of 16. Expanding to 16 courts would require the relocation of the existing tot - lot which the Council may want to consider with the conceptual design of AVCP Phase II. To ensure that the location can fully accommodate the proposed project, staff will secure the services of a land surveyor to survey the site and plot elevations. Additionally, staff is requesting direction to proceed with the development and distribution of a Request for Proposal for design and construction of 8 lighted tennis courts to be sent to qualified contractors. Also, a draft agreement will be developed to address shared use of the courts and going maintenance between the City and MUSD. It is recommended that discussions regarding the agreement take place between City and MUSD staff. In the event assistance is needed to resolve any outstanding issues, staff will confer with the City Council's Joint Use Ad Hoc Committee prior to bringing the draft agreement to the full Council. The completed agreement will be presented to the City Council for consideration and approval. Lastly, the Council is asked to adopt Resolution No. 97___, which confirms the Council's action on July 2 to loan $176,000 from the General Fund to the Community Park Zone. Once the location of the courts has been determined, staff will begin work to identify lighting options including the type and placement of lights and the use of an operating system. Preliminary ideas regarding the operation of the lights involve a metered system that would require a prepaid card in lieu of the deposit of coins or tokens to activate the lights. This type of system would insure that the individuals who use the lights pay for them and would eliminate the use of staff time to turn the lights on and off. An override mechanism would be used to accommodate City and MUSD program use. CADOCSICOMSERVUENISCMAGD 0001.35 Tennis Court Location Page 3 Recommendation The AVCP Tennis Court Ad Hoc Committee recommends that the City Council: Approve the location of 8 lighted tennis courts south of the AVCP gymnasium, identified as Option 1; 2. Direct staff to conduct necessary land survey and develop and distribute RFP for design and construction of 8 light tennis courts; Adopt Resolution No. 97- � 37/ , approving the loan of $176,000 from the General Fund (100) to the Community Park Zone Fund (212); and 4.
