SUBJECT: Consider Resolution No. 97- Rescinding Resolution
Nos. 90 -634 and 90 -706 Pertaining to Permit Only Parking
Restrictions in the Vicinity of Moorpark College and
Establishing Revised Permit Only Parking Restrictions for
Said Area
EXECUTIVE SUMMARY
This report discusses certain changes to the Permit Only Parking
restrictions in the vicinity of Moorpark College designed to make
those restrictions more effective.
DISCUSSION
A. Meeting With the College
On Thursday evening, September 25, 1997, a meeting was held at
Moorpark College to discuss the off - campus student parking
problem. A summary of some of the points made at that meeting
is attached as Exhibit 1.
B. Petitions
Petitions were circulated by a number of residents in the Campus
Hills Area. The City Council was provided copies of those
materials. A summary of some of the points raised in those
petitions is set forth in Exhibit 2.
C. Prior City Council Consideration
This matter was considered by the City Council on October 15,
1997. After some discussion, staff was directed to send a
letter to the owners and residents of the area proposed for the
parking restriction, advising them of the City's intent to
possibly revise the parking restrictions in those areas already
subject to permit only parking, and to add new areas to said
permit only parking. A copy of the letter sent to those
property owners is attached as Exhibit 3.

In addition, it was also mentioned by staff at the October 15th
City Council meeting, that a letter would be sent to the Campus
Hills Homeowners Association asking that they notify the other
property owners and residents in the HOA about the proposed new
parking restrictions. The draft resolution provides for the
issuance of parking permits to the owners /residents of property
outside the No Parking area, should the street in front of the
Community Pools become subject to the No Parking restriction.
A copy of that letter is attached as Exhibit 4.
D. Committee Meeting
The letters to the residents mentioned that they could provide
oral or written input on the matter at the Transportation and
Streets Committee meeting on October 27th, at the City Council
meeting of November 5th or at both. The Transportation and
Street Committee meeting of October 27th was canceled.
E. October 15th Proposed Action
In the October 15th staff report to the City Council, staff
provided a description of action recommended to be taken by the
City Council to address this problem. That discussion is re-
stated as follows:
"It is the view of staff that the primary cause (and
solution) to this problem is the availability of conveniently
located parking to the college students. It was pointed out
by the College Administration that there are under utilized
"free" parking areas on campus, even during the high
enrollment period at the beginning of each semester when the
parking problem in the residential areas is most severe. The
reason for this is the fact that the parking spaces on City
streets are closer and more convenient than the remote
parking areas on campus. Given this fact, and the fact that
any new parking spaces provided on campus would very likely
be located in a remote area of the campus, the obvious
solution would be to make it more inconvenient to park on a
nearby City street than to park in a remote on- campus parking
area. This inconvenience would come in the form of more
effective signs and enforcement.

simple NO PARKING zone where a citation can be written
immediately. It is recommended, therefore, that the signs be
changed from:
• ONE HOUR PARKING -- PERMITS EXEMPT ... to:
• NO PARKING -- CITY PERMITS EXEMPT.
It is also recommended that the NO PARKING signs also state
that the area is a TOW AWAY zone. These words communicate a
more forceful message and, if ignored, the actual towing of
a vehicle will communicate the fact that violating the
parking prohibition has serious consequences."
F. Resolution
Based on the analysis set forth in Section E, a draft Resolution
was prepared (see Exhibit 5) revising the parking restrictions
near the College. The contents of the resolution are summarized
as follows:
• The wording of the proposed new signs is as follows:

• The draft resolution states that Parking Permits only exempt
vehicles from the above parking restrictions and that such a
permit does not exempt the vehicle from any other parking
restriction, such as the street sweeping parking
restrictions; and,
• Attached to the draft resolution is Exhibit B setting forth
the procedures to be followed in issuing parking permits.
G. Changes to the Draft Resolution
At the October 15th meeting of the City Council there was some
discussion of possible hardships which would be placed on a
homeowners' efforts to sell a house, should the proposed No
Parking restriction be imposed. Wording has been added to
Paragraph 12 of the "Procedures for the Issuance of Parking
Permits" (refer to the bottom of page 5 of Exhibit 5) to better
facilitate this activity.
No other changes have been made to the attached draft
resolution.

H. Phased Implementation
The draft resolution shows the entire area immediately west of
the College to be subject to these revised parking restrictions
(see map attached to Resolution). However, the draft resolution
also allows the City Manager to implement these parking
restrictions, through the selective installation of the NO
PARKING signs, on an as needed basis. This will allow City
staff some flexibility in applying the parking restrictions to
only those streets requiring same.
I. Community Recreation Center
Resolution No. 90 -706 deleted the area along the frontage of the
Community Recreation Center from the Permit Only Parking
restrictions. The new draft resolution, which rescinds that
prior action, will allow for the issuance of parking permits to
owners and /or residents of any property within the Campus Hills
HOA -- not just the area subject to the proposed parking
restrictions. Accordingly, there will be no need to refrain
from imposing the Permit Only Parking restrictions in this area.

K. Public Comments
Staff has received a number of comments about the proposed new
parking restrictions. Many have been in writing. Some comments
received by telephone were documented in a Memo to the City
Clerk. All of the written comments received prior to 12:00
noon, Friday, October 31st, have been forwarded to the City
Council under separate cover.
Most of the comments received to date have been opposed to the
proposed action.

L. HOA Request
Attached as Exhibit 6 is a copy of a letter from the attorney
for the Campus Hills Homeowners Association requesting that the
subject matter be continued and raising a number of questions
and concerns about the subject proposed action.
M. Conclusions
In February of 1997 the Transportation and Streets Committee
first considered the question of revised parking restrictions
near the College. It was mentioned at that meeting that those
most concerned about this issue should take the matter to the
Campus Hills HOA, and that any request for changes to the
existing parking restrictions should come from the HOA. Staff
is unaware as to whether or not this matter was ever taken to
the HOA or, if so, what if any action was taken by the HOA. As
you now know, unilateral action was taken by several
individuals, through the circulation of petitions, to request
action by the City Council.
With the receipt of a number of letters and calls expressing
concern about the proposed establishment of a NO PARKING
(permits exempt) restriction in this area, it is clear that
there is a lack of clear support for this action. It is
suggested, therefore, that all parties be advised that the
problems and the suggested solutions should be first taken to
the HOA and openly and thoroughly discussed. Once a clear
remedy has been defined by that process, it could be brought
forward to the City Council for consideration.
RECOMMENDED ACTION
Staff recommends that the City Council take the following actions:
1. Direct staff to send a letter to the organizers of the four
petitions advising them that this matter has been referred to
the Campus Hills Homeowners Association with a request that they
review the matter and develop a response to the concerns
expressed.
2. Direct staff to send a letter to the Campus Hills Homeowners
Association requesting that they ...
a) review the problems described in the petitions, the solutions
which have been considered and the concerns raised about
those proposed actions;
b) seek further input regarding possible solutions; and if
necessary,
c) develop a set of recommended actions for either the City or
the College to consider.

Exhibit 1: Meeting With the College
On Thursday evening, September 25, 1997, a meeting was held at
Moorpark College to discuss the off - campus student parking
problem. Those present included representatives from the
college administration, the residents, the Police Department
and Public Works staff. A summary of some of the points made
is as follows:
1. There are 12,500 students enrolled, plus 600 faculty.
2. The College anticipates an enrollment of 15,000 within the
next few years.
3. Although the number of students attending at any one time is
unknown, it is estimated that the number could be 5,000 to
6,000 students at the peak enrollment period at the
beginning of each Semester.
4. Currently there are only 3,500 parking spaces. In order to
park in these spaces one must purchase a Parking Permit from
the College at a cost of $30.00 per semester.
5. There is "free" parking in the dirt lot at the south end of
the Campus. It was mentioned that even at the beginning of
the School year when the parking problem in the adjacent
residential neighborhood is the worst, this dirt lot is
under utilized. It is assumed that parking in this dirt lot
is not convenient for the students.
6. The College has plans to construct more paved parking areas
within the next year. It was noted, however, that the
College has very limited funds for the construction of
parking lots, and that the College does not foresee the time
when there will be as many parking spaces as there are
students during peak enrolment.
7. It was the view of the College Administration that any off -
campus parking problems were of short duration at the
beginning of each semester. This view was not shared by the
residents. The residents see this as a chronic problem
creating traffic congestion, cluttered streets, elimination
of street parking for local residents, litter and speeding.
8. The College requested that consideration be given to
allowing parking on Collins Drive -- at least during peak
enrollment periods.

Exhibit 2: Petitions
By separate Memo the City Council was provided copies of
certain materials given to City staff by representatives of the
area residents at the September 25th meeting at the College.
Those materials included a number of Petitions which are
briefly discussed and summarized as follows:
1. HOA: No Petition was received from the Campus Hills
Homeowners Association.
2. Jacobs: The petition organized by Ms. Jacobs only requests
that the ONE HOUR Parking Restriction (Permits Exempt) be
extended to certain streets to the west. This Petition does
not conform to the format developed by City staff which
explains the process required to obtain a City parking
permit. Also no signatures were received from any of the
residents of Borges Drive. Because of these ambiguities, it
may be desirable to send a letter to the owners and
residents affected prior to taking action.
3. Bronson: The petition organized by Ms. Bronson used the
City format but revised it to read: "Resident Parking Only -
- No Students." Posting of such signs would not be
consistent with the requirements of the California Vehicle
Code and would be difficult to impossible to enforce.
However, this wording could be interpreted to be in support
of signs stating: "NO PARKING -- CITY PERMITS EXEMPT" (with
permits to be issued only to residents) . Here too it is
suggested that a clarifying letter be sent to the owners and
residents affected, prior to taking action.
4. Ayoub: The petition organized by Mr. Ayoub requests that
the parking restriction be changed to read "NO PARKING
EXCEPT BY PERMIT." This petition did not have signatures
from a majority of the area residents. For this reason it
is suggested that this area also receive a letter explaining
the parking prohibitions to be considered.

Re: Proposed Revision to Permit Only Parking Restrictions
Dear Campus Hills Resident,
As you may be aware, the existing PERMIT ONLY parking restrictions
along University Drive and adjacent streets, has been less than
totally effective in dealing with the problem of college traffic
parking in your residential neighborhood. Petitions have been
distributed requesting changes. Concerned citizens have met with
City and College officials to discuss new remedies. And on October
15, 1997, the Moorpark City Council discussed certain specific
changes designed to better address this problem.
After careful analysis of the problem, it is apparent that the
local residential streets are just too attractive as a "convenient"
place for college students to park. Therefore, the only effective
solution seems to be to make parking on these streets by non-
residents less attractive. It is proposed, therefore, that the ONE
HOUR parking restriction (permits exempt) be changed to a NO
PARKING restriction (City permits exempt). A draft resolution has
been prepared to effect this and related changes. However, prior
to taking action, the City Council directed that this letter be
sent to all of the properties affected by these changes to make
sure that everyone is fully advised of these proposed changes.
A summary of the provisions of the draft resolution is as follows:
• the signs for the proposed new parking restrictions would read:
"NO PARKING -- 8:00 a.m. to 8:00 p.m. -- MON Thru FRI --
CITY PERMITS EXEMPT -- TOW AWAY;
• the new parking restrictions would allow for the towing of
vehicles which do no have a permit;
• all of the streets now affected by the ONE HOUR parking
restriction would be subject to new revised parking
restrictions;
• the new parking restrictions could also be applied to certain
additional streets listed as follows: Shakespeare Place; Doris
Court; Borges Drive west of University Drive; Imbach Place;
Alumni Way and Harte Lane;
• the new NO PARKING signs would only be installed on those
streets which manifested a parking problem requiring the new
parking restrictions;

if the new parking restrictions are imposed on the street in
front of the Community Pool Area on University Drive, any
resident of any area within the Campus Hills HOA could apply
for and receive a decal parking permit; and,
similar to permits issued in the past, only vehicles registered
to an individual residing within the Campus Hills HOA would be
eligible to be issued a parking permit.
Please be advised that this matter will be discussed by the City
Council Transportation and Streets Committee at their next meeting
which is scheduled for 10:00 a.m. on Monday, October 27, 1997. The
final draft Resolution will then be considered by the City Council
for adoption at the following regularly scheduled meeting of the
City Council, which is November 5, 1997. You are welcomed to
attend one or both of these meetings and to provide input regarding
past parking problems and the revised parking restrictions being
considered. Also, if you should have any questions or comments on

RESOLUTION NO. 97 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NOS. 90 -634 AND 90 -706 PERTAINING TO PERMIT
ONLY PARKING RESTRICTIONS IN THE VICINITY OF
MOORPARK COLLEGE AND ESTABLISHING REVISED
PERMIT ONLY PARKING RESTRICTIONS FOR SAID AREA
WHEREAS, Section 22507 of the California Vehicle Code (CVC)
authorizes the City to restrict and /or prohibit parking, between
certain hours and /or days, upon portions of designated streets, to
all vehicles except those vehicles displaying a permit exempting
said vehicles from the provisions of the parking restriction and /or
prohibition; and,
WHEREAS, pursuant to said provisions the City Council adopted
Resolution 90 -634 restricting parking to ONE HOUR on certain
streets in the vicinity of Moorpark College, provided vehicles
displaying a permit issued to area residents only, would be exempt
from said parking restriction; and,
WHEREAS, the City Council subsequently adopted Resolution No.
90 -706 deleting from the areas subject to such restriction, that
portion of University Drive along the frontage of the Community
Recreation Center near Griffith Lane; and,
WHEREAS, the City Council has determined that it is necessary to
revise these parking restrictions; and,
WHEREAS, the City Council has also determined that said parking
restrictions should provide for the removal of vehicles from the
restricted parking areas, as provided for in CVC Section 22651(n) .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Resolution Nos. 90 -634 and 90 -706 are hereby
rescinded.
SECTION 2. That NO PARKING zones are hereby established on all
or any portion of the streets identified in Exhibit 'A', attached
hereto and made a part hereof, provided signs giving notice of such
parking prohibition are erected pursuant to the provisions of
Section 5 herein.
SECTION 3. That, when signs are present, the parking of
vehicles shall be prohibited between the hours of 8:00 a.m. and
8:00 p.m., Monday through Friday.

SECTION 4. That any vehicle parked on any street with signs
posted designating said street a NO PARKING zone, during the times
specified for such parking restriction, shall be subject to being
towed and removed.
SECTION 5. That the City Manager is hereby directed to have
placed and maintained signs giving notice of these parking
restrictions provided, however, that the City Manager shall
determine the specific segments of the streets to be subject to the
parking prohibition defined herein and shall determine the limits
of said parking prohibition.
SECTION 6. That the parking prohibitions provided for hereunder
shall not apply to vehicles displaying a permit issued by the City
exempting such vehicles from said parking prohibitions.
SECTION 7. That parking permits, exempting certain vehicles
from the parking prohibitions provided for herein, shall only be
issued to authorized vehicles as prescribed in the procedures set
forth in Exhibit 'B', attached hereto and made a part hereof.
SECTION 8. That parking permits shall only be issued to vehicles
registered to the owners and /or residents of property within Tracts
3963 -1 through Tract 3963 -4.
SECTION 9. That Guest and /or Temporary Parking Permits shall
only be issued to the owners and /or residents of property within
any Permit Only Parking Zone designated pursuant to the provisions
of Section 5 herein.
SECTION 10. That parking permits issued pursuant to this
resolution shall only exempt the vehicle from the parking
restrictions established hereunder and shall not exempt said
vehicle from any other City regulation or any provision of the
California Vehicle Code.

1. The City Council has established parking restrictions for
certain areas in the City, with provisions for the issuance of
parking permits to exempt the vehicles of area residents and /or
property owners from said parking restrictions (hereinafter
"Permit Only Parking Zone ".
2. Provided signs are posted giving notice of said Permit Only
Parking Zone, the stated parking restrictions shall apply to
all vehicles, except those vehicles which properly display a
parking PERMIT issued by the City of Moorpark in accordance
with these procedures.
3. Any such PERMIT, issued to a vehicle pursuant to these
procedures, shall exempt said vehicle from the stated parking
restrictions set forth in the resolution establishing the
Permit Only Parking Zone. Said PERMIT shall not exempt said
vehicle from any other City regulation or any provision of the
California Vehicle Code, including any Street Sweeping Parking
Restrictions. Parking PERMITS shall not be issued to any over
weight vehicle as defined by City Ordinance or the California
Vehicle Code.
4. A parking PERMIT may only be issued to a vehicle registered to
the owner and /or resident of a property within Tract 3963 -1
through Tract 3963 -4 [Campus Hills HOA] (hereinafter referred
to as "Permit Area "). Be advised that only a portion of the
Permit Area is within the Permit Only Parking Zone .
5. Any owner or resident within the Permit Area who wishes to be
issued a parking PERMIT, must first file with the City a
Parking Permit Application.
6. In order to be approved, a Parking Permit Application must
state the address of the applicant, and that the applicant
either resides at or is the owner of property within the Permit
Area.
7. Such Application must also contain sufficient information
pertaining to the vehicle(s) to be issued PERMIT(S), to clearly
show that said vehicle(s) is(are) registered to the applicant.
The applicant may be required to present documents (i.e.
vehicle registration, etc.) to confirm such information.

8. Each parking PERMIT shall be serialized and shall be issued to
a specific vehicle. PERMITS may not be transferred from one
vehicle to another.
9. In order to be valid the Parking PERMIT (decal) must be affixed
to the left rear bumper of the vehicle.
10. Parking PERMITS shall only be valid for the period of time
stated on the Permit Application. All such Permits shall
expire on the 30th day of June of the year stated on the Permit
Application. The City will mail Permit Renewal Applications in
March of said year. Renewal Applications should be submitted
to the City by April 30 to allow adequate time for processing.
11. The owner /resident of a property within the Permit Only Parking
Zone may be issued ONE Annual Guest Parking Permit per year.
Said PERMIT shall not become valid or effective unless or until
it is displayed on the driver's side dash board of the guest's
vehicle in such a manner so as to be clearly visible from the
exterior of the vehicle.
12. The owner /resident of a property within the Permit Only Parking
Zone may also be issued additional Temporary Parking Permits in
accordance with the following guidelines:
• Duration: Temporary Parking Permits may be issued for a
period of time NOT TO EXCEED ten (10) consecutive days per
event;
• Number of Permits per Event: A maximum of six (6) Temporary
Parking Permits may be issued for any one event; and,
• Number of Events per Year: Permits may be issued to a given
property for no more than six (6) events per year.
• Display of Permit: Permits shall be clearly displayed on
the driver's side dash board of the vehicle and be clearly
visible from the exterior of the vehicle.
• Home Sales: Not withstanding any of the above, Temporary
Parking Permits shall be issued to the property owner, as
required, to facilitate home sale activities in a manner
approved by the City Manager or his authorized designee.

Proposed Revisions to Permit Only Parking Restrictions
Dear Mr. Gilbert:
Please be advised that this office represents the Campus Hills
Homeowners Association. Your letter of October 17, 1997 addressed
to Mr. Brad Winner of The Management Company has been referred to
the undersigned for response.
The Association's Board of Directors requests that the
hearings on the proposed revisions to the permit only parking
restrictions presently scheduled for October 27, 1997 and November
5, 1997 be continued. The reasons for this request are as follows:
1. The Association does not have adequate time to notify its
members and residents of the upcoming hearings. Your letter of
October 17 was not received by Mr. Winner until October 21. The
Association's Board of Directors considered your letter at its
meeting on October 21 and realized that, even ' under the best of
circumstances, any notice to Association members and residents

after the meeting of the City Council Transportation and Streets

2. In addition to the foregoing, the Association's Board of
Directors believes that the notice of the hearings should come from
the City and not the Association. The rule changes potentially
affect all of the Campus Hills residents because the Association
maintains two community pools in the proposed restricted parking
area. The Board believes that the City, and not the Association,
should bear the costs of reproduction and mailing so that all

Campus Hills members and residents will have sufficient advance
notice of any and all hearings on the proposed rules.
3. The Board also believes that all Campus Hills members and
residents should be notified of all the details of the proposal.
The letter of October 16, 1997 with the salutation to "Dear Campus
Hills Resident" does not inform residents of many details which the
Board believes will be crucial in considering any proposed changes.
For example, the October 16 letter does not tell the residents the
restrictions which may apply to the number of guest passes allowed,
the number of temporary permits allowed, or the number of events at
a residence which will be allowed. Moreover, the letter does not
describe what type of information the residents will be required to
provide to the city in order to obtain a permit.
4. The Board is also concerned to determine which streets
will ultimately be affected and how the decision will be made.
Harte Lane is listed as a potential location for No Parking
restrictions even though the Board is not aware of a problem with
student parking on this street. The Board believes that it will be
helpful for the City to send a copy of the "Procedures for Issuance
of Parking Permits" to the residents so that they can see what will
happen if the proposed changes are passed.
The Board sincerely appreciates the efforts the City is making
to control student parking on Campus Hills streets. At the same
time, the Board wants to ensure that all Campus Hills residents are
given adequate notice of the proposed changes and of any hearings
at which the changes will be considered by the City. In this way,
the residents will be able to give their informed input into the
decision making process.

Dear Mayor Hunter:
This letter is a request for your personal assistance in protecting the rights of the residents in the
Campus Hills development. It is anticipated a vote on proposed parking restrictions in this
development will take place on November 5th. Passage of the proposal will implement restrictions
that are discriminatory in nature and will restrict the rights of residents to have guests and "events" at
their private residences.
As a member of the Campus Hills Board of Directors, I recently received a copy of the Agenda
Report for the City of Moorpark dated October 3, 1997. The Agenda Report discussed a meeting
with representatives of Moorpark College held September 25, 1997 during which it was stated
students are parking in the Campus Hills development because they either do not wish to pay for
parking or they do not wish to walk from the free parldng to their classes.
The Agenda Report discussed possible implementation of "Permit Only Parking" on selected streets
in the Campus Hills development. A copy of the "draft resolution" was attached to the Agenda
Report and indicated only some of the streets in the development would be posted as "Permit Only"
although all residents would actually be affected because two of the potential "Permit Only" areas
would include the community pools.
Section G of the Agenda Report states "Prior to adopting the attached resolution, it is recommended
that a letter be sent to the owners and residents of the areas affected, advising them of the City's
intent to establish these revised (and in some cases new) parking restrictions." The Report continues
by stating "It is evident from the petitions circulated, that the area residents are not clearly informed
about this proposed action, nor of the procedures required to obtain a City parking permit."
On October 17, 1997, I received what I assume was the suggested notice to residents advising us of
the proposal and the procedures for obtaining City permits. That letter was as misleading and
lacking in information as the petitions mentioned in the Agenda Report. The letter failed to state
permits would only be issued to vehicles registered to residents, there would only be one guest pass
issued per household, there would only be six temporary passes issued for each event at a residence
and there would be a limit of six events per year allowed at any one residence. It also failed to state
personal and confidential vehicle identification information would need to be provided to the City in
order to obtain a permit. As a law enforcement officer, there are potential safety issues involved
-should 1 be required to provide such information. I question the reason full details of the proposal
have not been provided to all residents of this development.
On October 17, 1997, Kenneth C. Gilbert sent a letter to Brad Winner of The Management Company
for Campus Hills. In that letter, Mr. Gilbert advised Mr. Winner of the letter mailed to the six
named streets and requesting Mr. Winner to notify the remainder of the homeowners. Since City

staff suggested all homeowners be advised of the proposal, why does Mr. Gilbert feel it is the
responsibility of The Management Company (meaning the homeowner's association) to notify
homeowners of a proposed change by the City? When I asked Mr. Gilbert that question on October
27th, he, in essence, told me he didn't feel notification to the homeowners should be done at City
expense since the parking problem was not really a City problem. Does that mean any citations
issued will generate revenues for the Association rather than the City?
In response to a letter from William Dunlevy, attorney for the Campus Hills Homeowner's
Association, Mr. Gilbert advised me no additional information regarding the proposal would be
forthcoming from the City and the vote would most likely take place on November 5th.
Mr. Hunter, I am new to the City of Moorpark and I find it appalling the residents are not adequately
informed of issues that will affect their current as well as their future living conditions in the City.
Many of my fellow residents are very involved in boy scouts, church groups, study groups, etc.
Their rights will be severely limited by a proposal that will restrict the number of activities they can
have in their homes and the number of guests they can have at any one time. Additionally, many of
the named streets do not even have problems with student parking. I live on Harte Lane and have
never observed any student parking on this street.
Some of the residents who initially circulated petitions have also expressed a desire to install entry
gates and speed bumps. Believe me, those residents do not speak for the majority of us. 1 would
not have moved into this community if I had known the proposed restrictions might be implemented.
This proposal will not only affect my day to day living in this development but will also affect my
ability to sell my home should t choose to do so in the future. Disclosing such restrictions will not
make Campus Hills a desirable place to purchase a home. That is, of course, if prospective buyers
don't have their vehicles ticketed or towed away while looking at the house.
I am asking your support in putting a stop to the proposed parking r vtcdions and in seeking the aid
of your constituents in doing the same. Even though the City has a legal right per the Vehicle Code
to implement and enforce such restrictions, it has a moral obligation to its residents to provide them
with detailed and accurate information regarding matters that will have some very detrimental affects
on their rights as citizens of this community.
Thank you for your anticipated cooperation in this matter. I will be attending the November 5th
meeting and will be counting on your support in protecting the rights of your community members.
