I F (9) ITEM 10 • 13• CTTY OF MOORPARK, CALIFORNIA City Council Meeting 199 Consider Resolution No. 97 Authorizing the City's FY 1997/98 Transportation Development Act Claim lLf � The City Council is being asked to approve the attached resolution authorizing the City Manager to submit a claim for the City's 1997/98 Transportation Development Act (TDA) funds. The City is required to file an annual claim in order to receive the funds. TDA revenue is generated from a sales tax on gasoline and must first be spent on transit projects. Any local TDA funds remaining after meeting "unmet" transit needs can be used to fund streets and road improvement related projects. The funds are apportioned to the ten cities and the County using a formula based on population and proximity to a Metrolink Station. The City of Moorpark's estimated FY 1997/98 TDA allocation is $617,971. These funds were included in the City 1997/98 adopted budget, and consistent with the approved budget the City's TDA claim will including the following projects: Transit City Bus Contract $ 90,000 Promotion 4,500 VISTA -East 12,000 Metrolink Station (Operations & Maintenance) 28,000 Metrolink Station Security 30,000 Paratransit Contract (T.O. Cab) 7,000 Bus Purchase Match (20 %) 24,000 Transit Planning 8,400 (10% Community Services Dir. salary) Subtotal Streets and Roads Various Streets and Roads Projects $414-071 C ADOCS \TRANSPOR \TDA9798.AGD $203,900 Subtotal $414,071 000461 The City's 1997/98 adopted budget shows that approximately $70,911 of the TDA funds claimed last fiscal year for transit were carried over to the current fiscal year. Therefore, the City will require only $132,989 from its 1997/98 TDA allocation. The remaining $484,982 will be claimed for streets and roads. The attached Resolution reflects this intent. Fiscal year 1997/98 Metrolink Station expenses include $7,000 to slurry seal the parking lots. This will be the first time the City has performed this type of maintenance on the parking lots since construction. On July 2, the City Council approved the VISTA -East Cooperative Agreement. This is a one year agreement entered into with the cities of Simi Valley and Thousand Oaks and the Ventura County Transportation Commission which administers the contract with the bus operator for VISTA -East service. As stated in the July 2 agenda report, the service is no longer eligible for CMAQ grant funds as a demonstration project. However, under new federal transit rules, 80 percent of its capital costs do qualify for Federal Section 9 Funds. Therefore, while the participating cities are now responsible for a greater share of the service's operating costs, the Section 9 Funds significantly reduce the amount of local funds needed. As a result, Moorpark's costs associated with Vista -East have gone from $5,000 in 1996/97 to approximately $12,000 in 1997/98. Without the use of Section 9, Moorpark's 1997/98 obligation would be approximately $23,000. Currently, the City's adopted 1997/98 Budget shows community service director's salary as being paid out of the Recreation Division (700). With the transfer of the solid waste and transit programs from the City Manager's Office to the Community Services Department (previously approved by Council), a budget amendment will need to be made to appropriate TDA funds and AB 939 funds to the community services director's salaries and benefits. Staff will present a budget amendment request for consideration at the next City Council meeting. Recommendation Staff recommends that Council adopt Resolution No. 97- ' approving the City's FY 1997/98 Transportation Development Act claim, and authorizing the City Manager, or his designee, to sign the claim for submittal to the Ventura County Transportation Commission.
