SUBJECT: Consider 1996 Annual Report to the California Integrated Waste Management
Board (CIWMB) on the City's Waste Reduction Status.
BACKGROUND
The Integrated Waste Management Act of 1989 (AB 939) requires each jurisdiction to submit an
annual report to the California Integrated Waste Management Board (CIWMB) which discusses the
progress achieved in implementing the programs described in the Source Reduction and Recycling
Element (SRRE) and Household Hazardous Waste Element (HHWE). The annual report also
discusses the progress a jurisdiction has made in achieving the disposal reduction goals required by
AB 939; 25% by 1995 and 50% by 2000. Last year the City submitted the 1995 Annual Report
quantifying how the City successfully achieved the required 25% waste reduction goal in 1995.
Subsequent annual reports are due each year through 2001.
A copy of the City's Annual Report for 1996, has been provided to the Council under separate cover.
The report was prepared by Data Research Analysis, the contractor who also worked with staff last
year to prepare the 1995 report. The table on page A -7 indicates that the City's 1996 diversion
percentage was 36.15 %. Thus, the City has increased its waste reduction efforts by another 11.15%
since the 1995 report. Calculations were based on one survey week per quarter at area landfills and
then adjusted using State - provided methodology accounting for increases in population, employment
growth, and taxable sales since 1990.
Although the City was successful in increasing the amount of waste diverted from area landfills -
primarily by the addition of the yard waste recycling program and offering a discounted refuse rate
to those residents who generate one can or less of refuse per week - additional waste efforts are
needed to attain the 50% diversion goal of 2000. Public information efforts will be enhanced and
staff will target the commercial sector to increase waste reduction and recycling. Additionally, City
staff will encourage State agencies, such as the School and College Districts, and Caltrans (who are
exempt from AB 939) to work at waste reduction and enhance recycling efforts.
STAFF RECOMMENDATION
Receive and file the report.
