SUBJECT: Consider Revised Agreement Between the City and the Ventura County
Flood Control District for Maintenance of the Peach Hill Wash and
Detention Basin
Background
On September 17, 1997, the City Council approved an agreement between the City and the
Ventura County Flood Control District for maintenance of the Peach Hill Wash and detention
basin. The County has requested several minor changes to the Agreement and as a result, the
Council is again being asked to approve the agreement.
The Peach Hill Wash and detention basin runs contiguous to County Trail Park. The wash
consists of an inverted channel with rip -rap slopes near the culverts and planted slopes along the
open channel. The detention basin is part of the open space of the park. The wash and detention
basin were constructed in accordance with Flood Control's specifications. All improvements have
been accepted by both the City and County. The developer paid for one year's maintenance of
the improvements and the City has now included ongoing maintenance as a part of the Lighting
and Landscape Assessment District (AD84 -2) Zone 10. The annual cost of maintenance is
approximately $28,000.
The attached agreement (with changes highlighted) between the City and County allows for the
joint use of the wash and detention basin. By approving the Agreement, the City is agreeing to
maintain the improvements unless there is a major storm which requires extraordinary clean up, in
which case the County will assume clean up responsibilities.
Recommendation
Staff recommends that the City Council approve the Agreement between the City and the Ventura
County Flood Control District for Maintenance of the Peach Hill Wash and Detention Basin, as
revised, and authorize the Mayor to sign the Agreement for transmittal to the County.
