DATE: November 3, 1997 SUBJECT: Consider Amending the City's Classification Plan by Adopting the Proposed Classification Descriptions for the Vector Control Specialist, Vector Control Technician, Assistant City Manager and Senior Management Analyst and Revised Descriptions for City Manager, City Clerk, Assistant to the City Manager, Public Works Director, Director of Community Services, and Director of Community Development; and, Consider Rescinding Salary Resolution 97 -1359, and Adopting Resolution 97- , adding Vector Control Technician at Range 41, Vector Control Specialist at Range 59, Senior Management Analyst at Range 65, and changing Management Analyst from Range 65 to Range 60. Background On February 5, 1997, the City adopted Resolution 97 -1272, which was a comprehensive revision to the job classification plan. On May 21, 1997, the City adopted Resolution 97 -1319, amending the salaries for the non - competitive service employees. On July 2, 1997, the Council adopted Resolution 97 -1344, adding four new classifications approved in the Budget. The salary plan was adjusted on July 16, 1997, by Resolution Number 97 -1359 all for City job classifications. The Classification Plan was last changed October 1, 1997, to include a description for receptionist, distinguishing this job from the secretary classification. This report requests consideration of four additional changes: 1) to add two classifications to address the City's agreement with the Moorpark Mosquito Abatement District; 2) to provide for both Management Analyst and Senior Management Analyst classifications; 3) to include a section adding "Working Conditions" to the classification descriptions for City Manager, City Clerk, Assistant to the City Manager, Public Works 1 Director, Director of Community Services, Director of Community Development, and Assistant City Manager. As an oversight, these descriptions as originally adopted did not include this language. We have added the language that is included in the Senior Planner description. That language is: WORKING CONDITIONS Environmental Conditions: Office and field environment; exposure to computer screens, exposure to outside atmospheric conditions. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time, standing or walking, travel to various locations; light lifting, carrying, pushing and pulling, reaching, handling; use of fingers, talking; hearing, near acuity. I have not included the revised descriptions for each position, but the recommended action is to amend them by adding the language stated above; and 4) to re -title the Deputy City Manager classification to Assistant City Manager. Attachment "A" is a resolution rescinding Resolution 97 -1272, and incorporating the referenced changes into the current Classification Plan. Attachment "B" is a Resolution rescinding Resolution 97 -1359, modifying the salary plan to include these adjustments, and Attachment "C" are the descriptions for Vector Control Specialist, Vector Control Technician, Management Analyst, Senior Management Analyst, and Assistant City Manager. Discussion The title of Deputy City Manager was created in 1987, when the position was upgraded from Director of Administrative Services to Deputy City Manager. Originally, this position supervised three positions, and directed Finance and Administrative Services. Several areas of responsibility have been added since this time including the supervision of the Moorpark Redevelopment Agency, and administration of the law enforcement contract. The number of staff expanded to ten employees with four 2 divisions reporting directly to this position. This position manages the City in the absence of the City Manager. The Deputy City Manager title is usually more reflective of a position with responsibility for one or a limited number of functional areas. The modified title more accurately reflects this position as the second ranking management position in the City. There is no proposed change in salary. The City can improve its flexibility in recruiting for Management Analysts by providing for two levels. As conceived, the current Management Analyst classification would become Senior Management Analyst, and future vacancies could be filled at either the Senior or Management Analyst classification, depending on the qualifications of those who apply. The Senior Management Analyst would remain at Range 65, ($51,315 - $65,523), and the Management Analyst would be paid at Range 60 ($45,355 - $55,261) of the compensation plan. This same strategy was used for the Recreation Coordinator I and II and Recreation Supervisor classifications, Accounting Technician I and II classifications, and Code Enforcement Officer I and II classifications. The difference in the salary range is the same as between the Associate Planner and Senior Planner classifications. This proposed change also includes an adjustment from two to four years of relevant work experience for the revised Senior Management Analyst classification, and a requirement of two years of relevant work experience for the new Management Analyst classification. The execution of the Agreement between the City and the Moorpark Mosquito Abatement District for City management of the District's activities, creates the need to add two new job classifications to the plan; Vector Control Specialist, and Vector Control Technician. Their annual salary range is recommended to be generally the same as it was at the District; $28,797 to $35,086 for the Vector Control Technician, (Step 41), and $44,914 to $54,723 (Step 59), for the Vector Control Supervisor. Both Resolution 97 -1359 concerning compensation, and Resolution 97 -1272 concerning the classification plan should be rescinded when revised, and replaced by new resolutions. Resolution 97 -1272 concerning job classifications is provided in this report in an abbreviated format, showing just the new classifications. The actual resolution (kept in the City Clerk's office) will include all classifications. 3 Recommendation That the City Council: A. Rescind Resolution 97 -1272, and adopt Resolution 97- , adding to the City's classification plan the classifications of Vector Control Specialist, Vector Control Technician, Assistant City Manager and Senior Management Analyst, and modifying the Management Analyst classification; add the Working Conditions section as contained in this report for the City Manager, City Clerk, Assistant to the City Manager, Public Works Director, Director of Community Services, Director of Community Development, and Assistant City Manager classifications; and, B. Adopt Resolution No. 97- rescinding Resolution No. 97 -1359, pertaining to the compensation plan; 1. Adding Vector Control Technician at Range 41 ($28,797 - $35,086), 2. Adding Vector Control Specialist at Range 59, ($44,914 - $54,723), 3. Adding the Senior Management Analyst classification at Range 65, ($51,315 - $65,523), and 4. list of the range of duties performed by employees in the class. Specifications are not intended to reflect aN duties performed within the job. DEFINITION To perform a wide variety of responsible and complex administrative and analytical duties; to oversee assigned administrative processes, procedures and programs; and to provide information and assistance to the public regarding assigned programs and services. SUPERVISION RECEIVED AND EXERCISED Receives direction from various management staff. Exercises functional and technical supervision over technical and clerical staff and over professional service contracts and/or contractors. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: Assume direct responsibility for monitoring and administering assigned program areas; assist in assigned administrative support functions including budget; may direct the work activities of assigned clerical and technical personnel or other subordinate staff; participate in employee selection; prioritize and coordinate work assignments; review work for accuracy. 2. Provide responsible staff assistance and support to assigned management staff and department or program area. Assist in developing and implementing operational, administrative, program, and other policies and procedures; assist in contract negotiations; prepare employee evaluations. 4. Analyze the preparation and administration of assigned budget(s); assist in maintaining and monitoring of appropriate budgeting controls; prepare various financial reports as required. 5. Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data, and identify alternatives; make and justify recommendations. 6. Participate in the drafting and implementation of department goals, policies and procedures. 8. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible administrative and analytical experience preferably within a local government environment. Training: Equivalent to a Bachelors degree from an accredited college or university with major course work in public administration, business administration or a related field. One year of the education requirement may be substituted with two years of responsible administrative and analytical work experience. VECTOR CONTROL TECHNICIAN Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect a# duties performed within the job. DEFINITION Under general direction of the Vector Control Specialist, performs inspections and control operations for mosquitoes, flies and other vectors, and does related work and supportive services as required. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from supervisory, or higher level staff. May occasionally provide supervision to temporary field employees. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS -- Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Provide responsible assistance and support to the Vector Control Specialist. 2. Surveys and inspects assigned areas to determine vector breeding sources, stages of growth, types of vectors present and other factors important in applying control measures. 3. Prepares operational reports and advises property owners on corrective measures. 4. Performs the application of pesticide materials and insures that applications of such materials are performed under optimum conditions in order to prevent unintentional damage to life or property. 5. Operates control equipment, motor vehicles, and similar equipment used. 6. Prepares and revises operational maps and maintains source files. 7. Contacts property owners and assists in prevention, reduction, and elimination of vector producing sources. 8.
