SUBJECT: Consider Revisions to the Land Use Development Fee Rate
Discussion
Pursuant to Government Code 66016, staff is returning to the Council in an
advertised public meeting, to consider revisions to the current land use
development fee rate. The Government Code requires a sixty day waiting
period, making these fee changes and any other related changes. If acted on
at the November 19 meeting, the revised fees will be applied starting January
19, 1998.
As reported to the Council November 5, 1997, when staff applied the formula
used for calculating the fee rates for Community Development staff, the cost
per hour came to the same amount currently being charged. The current rate
was adopted last year applying just the cost of living increase, because at that
time, the application of the formula resulted in an unusually high rate. But the
additional staff added to the department for the 1997/98 fiscal year off -set the
increased costs identified last year, and the use of the formula has returned as
the preferred method.
The other two cost recovery plans attributable to Code Enforcement and
Administrative Services costs did change slightly. Code Enforcement costs
increased by four dollars per hour for a rate of $65, and the Administrative
Services cost per hour decreased from $83 to $81.
Typically, staff will introduce any perceived need to change the fee schedule
during the annual public meeting. This would include the need for new fee

types, adjusted deposit amounts, or changes to how a fee is calculated. No
changes of this nature are being requested this year.
Recommendation
That the City Council rescind Resolution 96 -1245, and replace it with Resolution
97- , establishing the Community Development staff rate per hour at $86,
the Code Enforcement rate per hour of $65, and the Administrative Services
rate per hour to $81.
