On June 4, 1997, the City Council awarded a contract to Berry General Engineering Company for the construction of the Wicks Road Slope Stabilization improvements, the Wicks Road Asphalt rehabilitation improvements and the Valley Road reconstruction project. The amount of the contract was $147,231.19. An additional construction contingency in the amount of $14, 769 was also approved. [Total: $160,009.19] 2. Funds for this work and for the inspection and contract administration, were incumbered in FY 1996/97. Any unexpended moneys at the end of FY 1996/97 were carried over to FY 1997/98. 3. On August 20, 1997, the Moorpark Redevelopment Agency adopted Resolution No. 97 -63 providing for an additional contingency of $3,000 for possible additional non - construction costs which might be incurred in FY 97/98. DISCUSSION A. Scope of Work The scope of work for this construction contract is generally described as follows: 1. Valley Road: the reconstruction of the pavement and the construction of certain drainage improvements on Valley Road; 2. Wicks Road Slope Stabilization: the construction of certain slope stabilization measures along the south side of Wicks Road; and, 3. Wicks Road Asphalt Overlay: the construction of an asphalt overlay on a portion of Wicks Road. wicks.cmp 000213 Wicks Rd. / Valley Rd. November 19, 1997 Page 2 B. Completion Construction of the project began on July 21, 1997. Correction of all punch list items was completed on September 29, 1997, less clarification of certain labor compliance information. Resolution of the labor compliance reporting is expected to be completed within the next few weeks. C. Additional Work 1. Additional Quantities: Actual construction required more quantities of certain bid items, than initially estimated by the design engineers. The cost of the additional quantities required is $2,034.61. 2. Change Orders: Three construction change orders were issued. They are summarized as follows: (1) To ensure that a section of asphalt pavement on upper Valley Road was stable, a redwood header board was added to the project. Also, a 4" dia. PVC drain pipe was extended under the driveway. (2) The natural soil where the two retaining wall footings were to be constructed was a fine grain sand material with a low bearing capacity. This soil was removed and replaced with base material to a depth of three feet (3'). (3) Based on a recommendation from the City's Geotechnical Engineer, a 4" dia. PVC subdrain was placed behind the retaining wall to ensure positive drainage. D. Fiscal Impact 1. Project Acceptance The City Engineer has completed a final inspection of the project and has found the work to be acceptable, less completion of certain labor compliance documents required by the CDBG grant. It is anticipated that those documents will be finalized within the next few weeks. It is, therefore, appropriate for the City Council to accept the improvements and authorize recordation of the Notice of Completion. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Accept the work as complete, except as noted in this report; 2. Instruct the City Clerk to file a Notice of Completion for the project; and, 3.
