SUBJECT: Consider Release of CMAQ Grant Funds
Background
In mid 1993, the City submitted an application for, and received award of, $79,700 in Congestion
Mitigation Air Quality funds. These are federal grant funds that must be used to reduce or
mitigate congestion and enhance air quality. The funds were to be used to start up new
transportation programs that could be self sufficient after two years. The Ventura County
Transportation Commission (VCTC) administers CMAQ funds.
The funds were to be used to operate an express bus in the morning and evening to transport
Moorpark residents to and from the Metrolink Station. At that time, staff believed that there
might be enough demand from residents to operate such a service. The proposal indicated that
after the second year of operation, the City would absorb the cost of the service with City TDA
funds. The estimated cost of the program was approximately $37,000 per year.
Based on the City's bus and VISTA -East ridership history, staff no longer believes that there is
sufficient demand to warrant the implementation of a commuter express bus in Moorpark. VCTC
is requesting those jurisdictions that have not expended their CMAQ funds to indicate whether
they still plan to proceed with their projects and when the funds will be obligated. Since the
commuter express bus no longer appears to be a viable project, staff recommends that the City
decline the grant funds.
Recommendation
Staff recommends that the City Council decline the CMAQ grant funds and direct staff to forward
a letter to VCTC communicating this action.
