CITY OF MOORPAR& CALIFORNIA City Council Meeting of R-41 1994 ACTION: oor6ycd _ December 8, 1997 (CC Meeting of December 17, 1997) Consider Approving the City Manager's Merit Salary Increase DISCUSSION: On December 3, 1997, the City Council conducted a performance evaluation of the City Manager. The results of the evaluation warrant consideration of a merit increase of 5 percent, retroactive to the City Manager's anniversary date in July 1997. In the past, the City Council has generally applied the applicable "Personnel Rules" to exempt employees, including Department Heads and the City Manager. Unlike every other position, which had a 9 -step salary range, the City Manager only had a 1 -step salary range. So, as a normal procedure, it required specific action by the City Council to consider a merit increase. In May 1997, the City Council adopted a new compensation plan which included an adjusted 9 -step range for all positions including the City Manager. Ordinarily for all other positions, after completion of a performance evaluation, a merit increase would be routinely granted if justified by the results of the evaluation. However, because this action deviates from prior City Council practice relative to the City Manager's position, this report is presented so that specific action can be considered. As indicated, consistent with the pertinent "Personnel Rules," the results of the evaluation warrant a merit increase of 5 percent (from Step D to Step F of Range 91). In order to conform future actions relative to the City Manager's performance evaluations and related eligible merit increases with the 000435 Agenda Report Page 2 Re: Consider Approving the City Manager's Merit Salary Increase City Council Meeting of December 17, 1997 practice for other City management employees, it is recommended that the Council adopt the same practice for the City Manager. STAFF RECOMMENDATION: Approve a step increase from 91D to 91F, retroactive to the applicable anniversary date of July 1997, for the City Manager, and that future consideration of merit salary increases shall conform to the same process as used for the Assistant City Manager and Department Head positions.
