SUBJECT: Consider a Revision to the 1998 Community Development Block
Grant (CDBG) Calendar, Moving Requests for Proposals (RFP)
from the First Week in January, to the Second Week in December
Procedural Background
In conformance with procedures established by minute action of the City
Council for the CDBG program on April 12, 1989, staff has requested
authorization to distribute requests for proposals during the months of January
and February of each year. Staff would submit a status report regarding CDBG
programs in January, and request approval to solicit proposals for the upcoming
year. Proposals would then be due to the City the second week in February,
and the citizen participation process (public hearing) would be initiated and
completed in the month of March. It has been the City's practice to open and
close the public hearings at the first Council meeting in March, refer the
proposals to the Budget and Finance Committee, and attempt to conclude the
process with the Committee's recommendations at the second meeting in
March. The City's proposals are required to be provided to the County on the
first day of April each year.
Status
The 1998 CDBG process began December 1, 1997, within a community
meeting at the Government Center between the County and participating cities,
some non - profit groups, and the County's HUD representative. The HUD
representative explained the status of the federal process, described the most

recent HUD emphasis, and projected funding outlook. The number of HUD
staff in the Los Angeles office has greatly decreased in the past year, which
may be related to the ongoing emphasis on paperless communications.
"Continuum of Care" continues to be the main emphasis, attempting to fill the
gaps between services, facilities and needs. It was reported that a preliminary
estimate shows that funding is not anticipated to be less than last year's
$199,000.
On December 8, 1997, the City joined a panel of participating jurisdictions for a
preliminary presentation by agencies seeking CDBG monies in 1998. This is
the date the County uses to begin their RFP process, ending January 23, 1998.
There were 17 speakers at this meeting, most of which represented agencies
applying to all or most of the cities for CDBG.

During the past two funding cycles, the City has not met the April 1 deadline.
This proposal addresses; 1) the coordination of the RFP process with the
County and other cities, and 2) allowing two extra weeks (four weeks total)
between the opening and closing of the public hearing and Council's final
consideration, (rather than two weeks total).
Attachment "A" is the proposed schedule for Moorpark. It moves the RFP
process up one Council meeting (starting the second meeting in December,
rather than the first meeting in January). This allows the City to end its RFP
process on January 23, which is the same time the County and participating
cities end their RFP process. This then allows the City to move its first public
hearing date from the first meeting in March, to the second meeting in February.
As proposed, the initial CDBG public hearing would be scheduled for the
second meting in February, and would be opened for public testimony and
closed. Council action would be continued for final consideration to the second
meeting in March. This allows the Budget and Finance Committee one month
to meet regarding the proposals. During the past two years, final decisions
were not made by the Council until after April 1, causing the City to respond
after the County's request deadline. This is in part due to the fact that the

Budget and Finance Committee can't always meet a schedule during this two
week window, in time for staff to draft a report back to the Council.
As proposed, the Council will still be receiving a status report the second
meeting in January. This status report will review the CDBG process, the City's
CDBG programs, and present staffs concepts for use of the anticipated grant.
Waiting until the second meeting in January will provide a better statistical basis
for evaluating the current CDBG programs, allow staff to include any new HUD
regulations as late in the process as possible to help avoid last minute changes,
and allow HUD enough time to confirm the amount of the grant award.

That the City Council revise its CDBG calendar consistent with Attachment "A ",
and authorize staff to solicit proposals beginning December 18, 1997, and
ending January 23, 1998.
