SUBJECT: Consider Resolution No. 98- Establishing a Bus
Loading Zone on Peach Hill Road West of Science Drive
BACKGROUND
1. In October of 1993 the City Council adopted Resolution No. 93-
976 establishing certain parking restrictions on Peach Hill Road
and on Science Drive in and near the Carlsberg development.
Those parking restrictions established a NO PARKING 10:00 pm to
6:00 am zone [approximately six hundred feet (6001)long] on the
north side of Peach Hill Road just west of Science Drive.
2. In October of 1996 the City Council adopted Resolution No. 96-
1228 revising the parking restrictions on Peach Hill Road to
provide for on- street loading and unloading of passengers, and
to allow the on- street staging of vehicles for such purposes.
That action converted the above mentioned parking area to an on-
street Loading Zone for use by parents for dropping -off and
picking -up students.
3. On July 1, 1998, the City Council adopted Resolution No. 98 -1485
rescinding Resolution No. 96 -1228 and re- establishing the
parking restrictions provided for in Resolution No. 93 -976.
This action was required in order to re- establish safety
measures in support of the Bike Lanes on Peach Hill Road, prior
to the opening of Science Drive.

The Moorpark Unified School District is taking steps to
establish an on -site Student Drop Area on the Mesa Verde Middle
School campus. Vehicular traffic generated by this activity
will be directed to enter the campus from the driveway on Peach
Hill Road, drop off students at a designated area on the campus
and then exit the campus on Science Drive (right turn only).

The most significant traffic congestion problem associated with
these activities occurs in the afternoon and is caused by
vehicles arriving too early and waiting in line to pick -up
students. The School District plans to take steps to encourage
the parents to not arrive too early. With the benefits of those
efforts, it is anticipated that the staging of the afternoon
peak traffic will not adversely affect traffic on Peach Hill
Road. However, in the event that those efforts are not
successful and traffic congestion on Peach Hill Road becomes
severe enough to impede eastbound traffic, the District has
agreed to change the point of entry to the on- campus Drop -Off
Area to Science Drive. This would place all of the "staged"
traffic along the west side of southbound Science Drive. If this
change becomes necessary, all student drop -off traffic would
have to travel southbound on Science Drive from New Los Angeles
Avenue to reach the Science Drive driveway to the Campus. The
center raised median on Science Drive prevents left turns at
this location. Of course this option can not be implemented
until after this segment of Science Drive is completed and
opened to traffic.
With the use of the north perimeter campus road for the above
described purpose, this road is no longer useable for use by
School Buses for the loading and unloading of students. The
District is requesting, therefore, that a School Bus Loading
Zone be established on Peach Hill Road in front of the school.
The Moorpark Unified School District has requested that the
"turn -out" area on Peach Hill Road in front of the school, which
is now designated as "No Parking -- 10: 00 pm to 6: 00 am, " be
designated as a Buses Only Loading Zone between specific weekday
daytime hours. All bus loading and unloading activity at the
school would occur in this area.
The restricted use of the "turn -out" area as a Bus Loading Zone
during specified hours, is essential to the efficient movement
of traffic in this area. The stopping, parking or loading of
other vehicles in the Bus Loading Zone during specified hours,
is likely to adversely affect traffic movement on Peach Hill
Road and other streets in the vicinity of the school. It is
proposed, therefore, that the Bus Only Loading Zone be also
designated a "Tow Away" zone for all other vehicles during the
designated time limits.

D. No Overnight Parking
It is proposed that the existing signs, which prohibit overnight
parking, remain in place. This will allow for the use of the
"turn -out" area for on- street parking on the weekends and in
evening hours.
E. Signs
Although the Loading Zone is not anticipated to be used by
school buses until 8:30 am, it is recommended that the hours of
restricted use by school buses commence at 6:00 am, the time the
No Overnight Parking restriction ends. This will help to
prevent the occurrence of a vehicle left parked after 8:30 am.
Based on the above discussion, the signs proposed to be placed
in the "turn -out" are to read as follows:

F. Notices to Parents
In order to reduce the level of confusion about these revised
traffic patterns and loading areas, the School District has
provided notices to the parents of all of the students attending
Mesa Verde Middle School, explaining the proper routes to school
and the approved drop -off and pick -up areas. It was necessary
for the District to mail those notice during the week ending
August 14th. Those notices presumed the approval of the attached
resolution and the implementation of the parking restrictions
set forth in that resolution. On July 22nd the City Council was
provided information regarding the proposed Notices to be mailed
to Parents.

G. Schedule
In January of 1998, staff notified the School District in
writing that the District needed to address the student loading
and unloading issues at Mesa Verde School. The District was
again notified in writing in early June that the City would be
removing the signs which allow this loading activity to occur on
Peach Hill Road. Staff was first approached by the District to
discuss a solution to this matter on Tuesday, July 14th. As
discussed above, the District mailed Notices to parents on or
before August 14th, disseminating information based upon an
assumption that the attached Resolution will be adopted. It is,
of course, the option of the City Council to approve, deny or
substantially modify the provisions of the attached Resolution.
In the event the action of the City Council significantly
changes the traffic patterns and /or passenger loading areas
assumed by the District, it would be necessary for the District
to send out new Notices advising the parents of those changes.
H. City Costs
In October 1996, City crews were required to remove and re-
install signs called for by Resolution No. 96 -1228, to
facilitate the use of the City street for the "temporary" on-
street student drop -off area on Peach Hill Road. The District
paid the City for its costs related to those efforts.
The District has also agreed to pay the City for all City costs
related to the removal and replacement of signs required to
identify the requested on- street Bus Loading Zone, including the
cost of the fabrication of the required signs. Total costs are
estimated to not exceed $350.

The signs required to designate the proposed Loading Zone cannot
be ordered until August 20th. The signs must be received by the
City on August 28th in order to allow sufficient time to install
the signs prior to the beginning of the school year. This
special order will require payment of a premium. These costs
will be included in the amounts to be paid by the District.
Staff recommends that the City Council adopt the attached
resolution establishing a Bus Only Loading Zone on Peach Hill Road
west of Science Drive.

RESOLUTION NO. 98 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A BUS ONLY
LOADING ZONE ON PEACH HILL ROAD WEST OF SCIENCE
DRIVE
WHEREAS, pursuant to the authority granted by Section 22507 of
the California Vehicle Code (CVC), the City Council adopted
Resolution No. 93 -976 establishing certain parking restrictions on
Peach Hill Road between Spring Road and Science Drive; and,
WHEREAS, the City Council subsequently adopted Resolution No.
96 -1228 making certain changes to the parking restrictions
established by Resolution No. 93 -976; and,
WHEREAS, the City Council later adopted Resolution No. 98 -1485
rescinding Resolution No. 96 -1228 and re- establishing the parking
restrictions imposed by Resolution No. 93 -976; and,
WHEREAS, the City Council has determined that it is necessary to
again revise these parking regulations to better facilitate traffic
patterns in this area; and,
WHEREAS, the revised parking restrictions to be established
include provisions for the towing and removal of vehicles from the
street as provided for in CVC Section 22651 (n).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Section 2 of Resolution No. 93 -976 and
Section 3A of Resolution No. 98 -1485, establishing a NO PARKING
Between 10:00 pm. and 6:00 a.m. Zone on Peach Hill Road, shall
remain in full force and effect.
SECTION 2. That a Buses Only Loading Zone is hereby
established along the entire length of the above mentioned No
Overnight Parking Zone, which is generally located on the north
side of Peach Hill Road immediately west of Science Drive.
SECTION 3. That the location and limits of said Buses Only
Loading Zone are described as the north side of Peach Hill Road,
from a point approximately seven hundred sixty feet (7601) west of
Science Drive easterly to a point approximately one hundred sixty
feet (1601) west of Science Drive, as generally described on
Exhibit 'A' attached hereto and made a part hereof.

SECTION 4. That use of the area described in Section 3 as a
Bus Only Loading Zone, shall be restricted to the hours of 6:00 am
to 4:00 pm, on Monday through Friday.
SECTION 5. That the parking of vehicles in the area described
in Section 3, shall be allowed at any time not specified in Section
1 or Section 4.
SECTION 6. That any vehicle parked in said Bus Loading Zone
in violation of the time and day restrictions set forth in Section
4, shall be subject to being towed and removed.
SECTION 7. That the City Manager is hereby directed to have
placed and maintained the appropriate signs and /or curb markings
giving notice of these parking restrictions and regulations.
