SUBJECT: Consider City Goals and Objectives for FY 1998-99
Discussion: As part of the annual budget submitted to the City Council, the City Manager
presented a draft "Mission Statement, Goals and Objectives for FY 1998/99" for the
Council's review and approval. The goals and objectives were discussed during the joint
meetings with the Planning Commission and Parks and Recreation Commission. On July
8. The matter is brought before the Council for its discussion and adoption.
Recommendation: That the City Council discuss the proposed "Mission Statement,
Goals and Objectives for FY 1998/99," make such modifications as it deems appropriate,
and approve the document.

A. Expand and encourage community involvement in establishing
the general policies of the City and increase the public's
understanding of local government operations.

satisfaction residents feel about City services,
develop a program to regularly solicit public input and
feedback regarding service satisfaction, and continue
to implement a system to track customer requests and

6. Propose legislation to allow cities and counties more
discretion in establishing speed limits which are
enforceable by Radar. (PW)
7. Acquire right -of -way and prepare design for adding one
additional travel lane in each direction and a raised
center median on New Los Angeles Avenue and Los Angeles
Avenue [SR 1181 between the Route 23 freeway and Tierra
Rejada Road, with construction planned for 1997. (PW)
8. Provide support to efforts required to develop the
design for the extension of Spring Road north of
Charles Street, including an analysis of the
prerequisites for the realignment of State Route 23 to
this street. (PW)
9. Complete report on the Citywide Traffic Mitigation fee
and develop more precise information on the proposed SR
118 bypass route, including retention of consultant for
a feasibility study /implementation plan pertaining to
its phased implementation. (GFPW & CD)
10. In conjunction with processing of Specific Plan No. 2,
prepare amendment to Circulation Element to consider
redesignation of State Route 23 to Spring Road from its
proposed intersection with Walnut Canyon Road south to
