SUBJECT: CONSIDER RESOLUTION NO. 98- ESTABLISHING
MISCELLANEOUS CITY FEES AND CHARGES AND PROCEDURES FOR
ANNUAL REVIEW, AND RESCINDING RESOLUTION NO. 97 -1369
Background
On August 20, 1997, the City Council adopted Resolution No. 97-
1369, adopting revised miscellaneous City fees and charges.
Resolution No. 97 -1369 states that all miscellaneous fees and
charges shall be reviewed and updated annually by each department
to insure that they are current and are related to actual cost.
Staff is recommending minor changes to fees and adoption of a new
resolution as discussed below.
Discussion
The 1997 miscellaneous fees and charges resolution included a
higher copy charge for the first page of requested copies. Staff
is recommending a revision to delete the higher charge for the
first page, based on a court decision. Staff has also included the
mandated maximum copy charge of $.10 per copy for reports and
statements filed pursuant to the Political Reform Act and $5.00 per
request for copies of reports and statements which are five or more
years old (Government Code 81008). The only other revisions
recommended are a higher charge for returned checks and the
collection services fee (increasing the cost from $15.00 to
$25.00). A revised resolution is attached.
Staff Recommendation
Adopt Resolution No. 98- establishing miscellaneous City fees
and charges and procedures for annual review, and rescinding
Resolution No. 97 -1369.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING MISCELLANEOUS
CITY FEES AND CHARGES AND PROCEDURES FOR ANNUAL
REVIEW, AND RESCINDING RESOLUTION NO. 97 -1369
WHEREAS, it is appropriate for the City to establish fees
and charges for City services which fully reimburse the City for
the associated services, unless specified otherwise by the City
Council;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. All miscellaneous fees and charges shall be
reviewed and updated annually by each City department to insure
that they are current and are related to actual cost.
SECTION 2. That the City Council hereby approves the fee
schedule attached as Exhibit A - General and Miscellaneous Fees
and Charges.
SECTION 3. That Resolution 97 -1369 is hereby rescinded.
