SUMMARY As the federally designated Metropolitan Planning Organization (MPO) for most of Southern California, including Ventura County, SCAG, the Southern California Association of Governments, is required by state and federal laws to adopt and periodically update a long range RTP, or Regional Transportation Plan. These laws also require that actions by transportation agencies be consistent with an adopted RTP. The draft 1998 RTP, called "CommunityLink 21," establishes the framework for prioritizing and funding transportation projects through the year 2020. Local agencies such as the Ventura County Transportation Commission have been participating in the development of this RTP for the past two years. After the current period of public comment, the RTP and its companion Environmental Impact Report will be considered for final adoption by the SCAG Regional Council on April 2, 1998. Failure to adopt this RTP could jeopardize certain federal funding allocations for highways and transit projects. DISCUSSION The RTP CommunityLink 21 shows that growth and transportation demands will outstrip funding throughout the planning period, calling for difficult choices. Issues of local concern may include surface movement of freight on SR 118 and New Los Angeles Avenue; widening of SR 23 from US 101 to SR 118; widening of SR 118 from Tapo Canyon Road to the Los Angeles County line; and local transit system improvements. To facilitate community understanding of the plan, SCAG offers to conduct public workshops at the request of local communities. SCAG staff has indicated that every Tuesday and most Wednesday evenings in February are available for a meeting in the Apricot Room of the Moorpark Community Center. Staff is seeking direction regarding the type of meeting to schedule to receive SCAG's presentation, and a date the Council would prefer to hold the meeting. The Council could elect to hold a Community Meeting, however, no more than two Council members would be able to participate in such a meeting without violating the Brown Act. Should there be a chance that three or more Council members intend to participate in SCAG's presentation, then Council should consider calling a special meeting of the City Council in order to remain consistent with the Brown Act.
