SUBJECT: Consider Resolution No. Designating the
Intersection of Mountain Trail Street and Cedar Springs
Street a STOP Intersection and Directing the Placement
of STOP Signs at All Entrances Thereto
DISCUSSION
A. Traffic Signal Warrant Study
As a condition of approval, the developer of the commercial
property north of the intersection was required to perform a
Traffic Study to determine whether or not a traffic signal is
warranted at the subject intersection. That results of that
study indicated that none of the eleven (11) Warrants for the
installation of a traffic signal were met.
B. STOP Sian Warrant Study
Recently, the City Traffic Engineer was directed to prepare a
STOP Sign Warrant Study for the subject intersection. That
was completed and a copies were distributed to the City
Council under separate cover. The results of that study
indicates that one of the three (3) Warrants was marginally
met for the placement of multi -stop STOP signs at this
intersection.
C. Private Driveway
The north leg of the subject intersection is a private
driveway into a shopping center. The owner of that property
has placed a STOP sign for egress traffic from that driveway
in order to improve traffic safety. The attached resolution,
if adopted, will make that STOP sign, as well as the other
STOP signs to be placed at this intersection, "City" STOP
signs. The property owner has consented to the City taking
over the responsibility for the future maintenance of the
STOP sign for the shopping center egress traffic.

D. Striping
The City Engineer has also been directed to prepare a new
striping plan for Mountain Trail Street from Cedar Springs
Street to Mountain Meadow Drive. This plan will clarify lane
widths and locations along the wider portion of Mountain
Trail Street. It is anticipated that this design should be
completed within the next sixty (60) days.
E. Committee Review
The proposed additional STOP signs were discussed by the
Transportation and Streets Committee at their meeting of
December 22, 1997. The Committee recommended that the City
Council proceed with the approval of the added STOP signs.
RECOMMENDATION
Staff and the Transportation and Streets Committee recommend that
the City Council adopt the attached Resolution directing the
placement of STOP signs at all entrances to the intersection of
Mountain Trial Street and Cedar Springs Street.

RESOLUTION NO. 98 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, DESIGNATING THE INTERSECTION OF
MOUNTAIN TRAIL STREET AND CEDAR SPRINGS STREET A STOP
INTERSECTION AND DIRECTING THE PLACEMENT OF A STOP
SIGNS AT ALL ENTRANCES THERETO
WHEREAS, Section 21354 of the California Vehicle Code authorizes the City
to designate any intersection under its jurisdiction a stop intersection and
erect STOP signs at one or more entrances thereto; and,
WHEREAS, Section 21360 of said Code authorizes the City to place a STOP
sign at the entrance to a private road or driveway and a public street, with
the consent of the property owner; and,
WHEREAS, the City Council has determined that, in order to better provide
for the public health and safety, it is necessary and appropriate to place
STOP signs at all entrances to the intersection of Mountain Trail Street and
Cedar Springs Street; and,
WHEREAS, the owner of the private property located north of this
intersection has authorized the City to assume the future maintenance of the
STOP sign for egress traffic from this driveway at the north leg of the
intersection.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the intersection of Mountain Trail Street and Cedar
Springs Street, as identified on Exhibit 'A' attached hereto and made a part
hereof, is hereby designated a stop intersection and that STOP signs shall be
erected at all entrances thereto.
SECTION 2. That the STOP signs to be placed and maintained pursuant to
Section 1 herein, shall include a STOP sign for egress traffic from the
private driveway at the north leg of said intersection.
Section 3. That the City Manager is hereby directed to provide for the
installation and maintenance of appropriate signs and markings to effectuate
these requirements.
PASSED AND ADOPTED this 7th day of January, 1998.

Recommendation
That the City Council concur with the scheduling of Budget and Finance Committee
meetings, to occur on the first and third Wednesdays of each month at 5:30 P.M.
