SUBJECT: Consider Resolution No. 98- Amending Resolution No.
95 -1118 by Revising Parking Restrictions on Hearon Drive
DISCUSSION
A. Existing Parking Restrictions: Hearon Drive
Resolution No. 95 -1118 designated the "turn -out" area on Hearon
Drive south of Monroe Avenue, as a Loading Zone. That
resolution also designated the curbside areas immediately north
and south of that Loading Zone as NO STOPPING ANYTIME.
B. Campus Canyon Elementary School Site Changes
The Moorpark Unified School District is about to complete the
construction of certain on -site improvements at Campus Canyon
Elementary School. Those improvements include the addition of
a parking lot served by a driveway on Hearon Drive, and the
addition of an "on- site" passenger drop -off area just north of
that new parking lot driveway. There are now three new
driveways on Hearon Drive to serve these new improvements.
C. Reauest for Changes to Parking Restrictions
The School District has requested that a NO STOPPING ANYTIME
restriction be imposed on the west side of Hearon Drive
adjacent to the new drop off area. They have expressed
concerns that, absent this restrictions, this area would also
be used for student drop -off and that children from this
curbside area may run across the new "drive -thru" drop -off
area. Staff concurs with that request.
The District has also requested that the on- street "turn -out"
area located just north of the entrance to the new on -site
passenger drop -off area, be restricted to the staging of
vehicles only and that the Loading Zone signs in this area be
removed. To implement this request it will be necessary to
designate the curbside north of the entrance to the drop -off
area as NO PARKING ANYTIME, in order to allow vehicles to stage
in this area. Staff also concurs with that request.

D. Additional Parking Restrictions
In order to improve visibility it is the recommendation of
staff that the NO STOPPING ANYTIME zone proposed for the area
adjacent to the new on -site student drop -off area be extended
southerly to Collins Drive.
E. Resolution
Attached is a draft Resolution which, if adopted, will enact
the above described changes to the parking restrictions on
Hearon Drive.
F. Existing Parking Restrictions: Monroe Avenue
The draft resolution only revises the parking restrictions on
Hearon Drive. The parking restrictions on Monroe Avenue are
not affected.
RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 98- _
_ amending Resolution No. 95 -1118 by revising parking restrictions
on Hearon Drive.

RESOLUTION NO. 98 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING RESOLUTION
NO. 95 -1118 BY REVISING PARKING RESTRICTIONS
ON HEARON DRIVE
WHEREAS, pursuant to the authority granted by Section 22507 of
the California Vehicle Code (CVC), the City Council adopted
Resolution No. 95 -1118 revising certain existing and establishing
certain new parking restrictions on Hearon Drive and Monroe Avenue;
and,
WHEREAS, the City Council has determined that it is necessary
and appropriate to revise those parking restrictions as set forth
in Sections 1 and 2 below.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Section 2 of Resolution No. 95 -1118,
establishing a Loading Zone in the turn -out area on the west side
of Hearon Drive south of Monroe Avenue, is hereby deleted.
SECTION 2. That Section 4 of Resolution No. 95 -1118,
establishing NO STOPPING ANYTIME zones on Hearon Drive and Monroe
Avenue, is hereby deleted and replaced by Section 3 below.
SECTION 3. That NO STOPPING ANYTIME zones are hereby
established on Hearon Drive and Monroe Avenue as shown on Exhibit
'A" and described as follows:
a) MONROE AVENUE (South Side): from a point twenty feet (201)
west of the westerly edge of the school parking lot driveway
located on the south side of Monroe Avenue approximately two
hundred thirty feet (2301) west of Hearon Drive, easterly to
a point twenty feet (201) east of said parking lot;
b) MONROE AVENUE (South Side): from a point approximately eighty
feet (801) west of Hearon Drive, easterly to Hearon Drive;
and,
c) HEARON DRIVE (West Side): from a point approximately two
hundred ten feet (2101) south of Monroe Avenue, southerly to
Collins Drive.

SECTION 4. That a NO PARKING ANYTIME zone is hereby
established on the west side of Hearon Drive as shown on Exhibit
'A" and described as follows:
a) from Monroe Avenue southerly to a point approximately two
hundred ten feet (2101) south of Monroe Avenue, said point
being the northerly entrance to the on -site passenger drop -off
area.
SECTION 5. That the City Manager is hereby directed to have
placed and maintained, or cause to have placed and maintained,
appropriate signs and /or curb markings giving notice of these
revised parking restrictions.
PASSED AND ADOPTED this 7th day of January, 1998.
