On November 11, 1996, the Moorpark Redevelopment Agency (MRA) approved funds for the design and placement of directional signs at strategic locations throughout the City, to direct traffic to the old commercial center of the City -- High Street. 2. On January 28, 1997, the Economic Development Committee discussed the need to move forward with the design and placement of these signs. 3. On March 11, 1997, the MRA discussed this matter and concurred with the Committee's recommendation. Staff was directed to proceed with the placement of temporary signs (white on brown as depicted in Exhibit 1) until the final design of a "theme" sign could be developed as a part of the development of the Downtown Plan. 4. Staff developed a plan for the placement of these signs at key locations throughout the City, as shown on the map attached as Exhibit 2. The locations shown on this map were determined to be the best locations to post signs to alert the driving public of the existence and location of "Old Town Moorpark." As you can see from this map all of these locations are located on a street under the jurisdiction of Caltrans. It was necessary, therefore, to seek and obtain a Caltrans Encroachment Permit before installing these signs. 5. On July 11, 1997, the City received a letter rejecting the City's Encroachment Permit Application. The reasons for the rejection are summarized as follows: a. Brown on White signs are to indicate directions to Parks only; b. The word "Historic" should not appear on a sign unless or until the point of interest has first been registered with the Office of Historic Preservation, Department of Parks and Recreation for the State of California. 6. Staff then developed a draft design for a sign which staff believes Caltrans will approve. This new design calls for a sign similar to those placed on Highway 118 in Saticoy (see Exhibit 3). This design calls for a standard "White on Green" sign with the words "Old Town Saticoy. " A diagram of this draft design is attached as Exhibit 4. hi-sign '000026 Wicks Rd. / Valley Rd. January 21, 1998 Page 2 7. This matter was then scheduled for review and consideration by the Economic Development Committee. DISCUSSION A. Committee Review The Economic Development Committee considered this matter at their meeting of December 15, 1997. The Committee recommended that the MRA approve the placement of the signs and that staff be directed to proceed with obtaining Caltrans approval. B. Sign Design The sign proposed will be a 36" x 24" White on Green directional sign similar to that shown in Exhibit 3. C. Sign C The wording on the sign has been suggested to read as follows: High Street Old Town —m— Moorpark There has also been discussion of deleting the term "Old Town." The staff recommendations request approval of the final wording for the signs to read as stated above. D. Sign Location The signs are proosed to be installed at the locations indicated in Exhibit 2. hi_sign 600O 7 Wicks Rd. / Valley Rd. January 21, 1998 Page 3 E. Staff time for installation and for administration will be absorbed by the Gas Tax fund. F. Implementation If approved, staff will proceed with the preparation of the Caltrans Encroachment Permit Application. Upon receipt of an approved Caltrans Encroachment Permit, staff will then proceed with the procurement of the signs. Upon delivery of the signs, the Public Works crew will proceed with installation. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve the sign copy as set forth in this report. 2. Direct staff to proceed with seeking Caltrans approval. 3.
