SUBJECT: Consider Appointment of an Ad Hoc Committee to review General Plan
Amendment and affordable housing proposals relating to General Plan
Amendment No. 97 -03 (Security Capital Pacific Trust) located south of Los
Angeles Avenue and west of Moorpark Avenue and neighboring properties to
the east.
On July 16, 1997, the City Council adopted Resolution No. 97 -1357 authorizing initiation of an
application for a General Plan Amendment and Zone Change by Security Capital Pacific Trust on
18.3 acres located on the west side of Moorpark Avenue and approximately 500 feet south of Los
Angeles Avenue and also directed consideration of the two adjoining parcels to the west of the
property. The request is for a change from General Commercial to Very High Density Residential.
On October 15, 1997, Security Capital Pacific Trust filed applications for General Plan Amendment,
Zone Change, and Residential Planned Development for the 18.3 acres they have under option to
purchase.
Security Capital Pacific is revising their plans to address various issues, especially related to Flood
Control and circulation. As part of their response to these issues they are requesting consideration
of a density bonus as well as various reductions in standards as an incentive for provision of
affordable housing.
The two adjacent property owners have not participated in the application for General Plan
Amendment and Zone Change, but are pursuing negotiations with another developer. They have not
yet filed any applications.
It is recommended that an Ad Hoc committee be appointed to review the density bonus, affordable
housing issues, and reduction in standards requested by Security Pacific Capital Trust and other
related matters and to discuss a Development Agreement. It is also recommended that this Ad Hoc
committee be designated to discuss issues relative to the two adjoining properties and how Council's
direction to consider all of these properties together should be pursued.
