SUBJECT: Consider the Report Entitled "Accounting of Fund Information as
Required by Section 66006 of the California Government Code for
Fiscal Year 1996/1997" and Receive and File Said Report
BACKGROUND
Section 66006 of the California Government Code (Code) compels local agencies
which require the payment of "any fees imposed to provide for an improvement to be
constructed to serve a development project, or which is a fee for public
improvements ... as a condition of approving (a) development project" to make available
to the public certain information related to the collection and disposition of said fees.
This information is to be made available to the public annually, within 180 days of the
close of the City's fiscal year. Additionally, the Code provides that the local agency
"review the information made available to the public ... at the next regularly scheduled
public meeting not less than 15 days after this information is made available to the
public..." This report relates to the transactions made in the City's Fiscal Year
1996/1997 which concluded on June 30, 1997.
DISCUSSION
Staff has compiled responses to each of the eight elements required to be produced by
the Code for each fund which holds development - related fees. These responses were
assembled into a report entitled "Accounting of Fund Information as Required by
Section 66006 of the California Government Code for Fiscal Year 1996/1997."
As required by the Code, this report was made available to the public (by placement of
a copy of the report on the front counter at City Hall) on December 24, 1997. The City
Council was also provided a copy on the same day. Additionally, one request from the
public for notification of the date and time of the public discussion of this information
was on file with the City Clerk at the time of the publication of the report, and a
notification has been sent to that individual as required by the Code.
RECOMMENDATION
That the City Council consider the report entitled "Accounting of Fund Information as
Required by Section 66006 of the California Government Code for Fiscal Year
1996/1997" and receive and file said report.
