Reynolds Jr., Administrative Services M - CIO - i BY: �- January 13, 1998 Reconsider Upgrades for the City's Cable Broadcast System Over the past six months, staff has been working with the Council and the Budget and Finance Committee ( "Committee " - Mayor Hunter and Councilmember Wozniak) to identify the specifications for the proper equipment needed to upgrade the City's cable broadcast capabilities used for Government Channel (Channel 10). Originally, in July, this list of equipment totaled $200,000 and addressed potential needs pertaining to outdoor concert recordings, producing raw footage on location, editing raw footage, and the performance of the character generator bought in 1991. In September staff focused on the character generator ( "CG ") and the supporting Un- interrupted Power Supply, ( "UPS "), and the Council referred these two items to the Budget and Finance Committee. Discussion At the October 6 Committee meeting, it was recognized that the need to replace the current character generator is apparent, but before agreeing to spend the requested $15,500, a better detail of the range of available options was needed. Provided in Attachment "A" is staff's December 10 response to the Committee. It describes the full range of equipment types used for this purpose, explaining that commercial broadcast companies have to meet the standards of the Federal Communications Commission, and can spend between $75,000 and $100,000 on this equipment (referred to as "Beta "). Whereas, the government channels do not have to be this meet this same 0001,30 standard and can and spend between $10,000 and $25,000 on the Super Video Home System ( "SVHS ") equipment. The least restricted standards are of course the home users, producing VHS quality. Realizing that the equipment specified by the contractor is within the specifications for the government channel, staff proceeded to price products based on referrals from other government agencies. The equipment recommended is currently being used by the cities of Tustin and Westlake Village, and comes to Moorpark with very high recommendations. Staff has provided a sample of the Westlake Village CG to the Council in September. It shows the power of the graphic capabilities, and digital technology associated with the import of photographs. The Committee was assured that a move to this PC based system is easier for the City to load data into, program timing of the removal of broadcast "pages," and is "upgradeable" like other software as new versions are created. Effective January 1, 1998, the cost increased five percent, from $15,750 to $16,540, (specifications are provided in Attachment «B» In staffs September report to Council, the needs and specification for a UPS system were described. These have been modified from the August report, and refined to address the specific needs of the CG unit, (rather than the whole system). This CG unit will re -boot after a power failure to the Windows prompt, and not the operating software, so a UPS is required. The Committee did not express any concerns with this modified presentation. The specifications are provided in Attachment "C ". With the assurances referenced above, and the realization that the recommendation to replace the current CG system is being made with the use of equipment replacement reserves, the Committee concurred with staff to return to Council and request a reconsideration of this request. Staff has provided this detail, and is asking that the Council replace the CG at this time. However, if the Council does not wish to commit the $3,010 from the General Fund Reserve for the UPS system, staff does not recommend replacing the CG at this time. 000131' Recommendation That the City Council adopt Resolution 98- , appropriating $16,540 from the Equipment Replacement Fund for the replacement of the character generator, and $3,010 from the General Fund Reserve for a UPS system to support the character generator, for a total appropriation of $19,550. Reynolds Jr., Administrative Services ManagereD__ December 9, 1997 Reconsider Character Generator Upgrade On September 17, 1997, the City Council directed staff to provide detailed information to the Budget and Finance Committee related to proposed equipment for the cable room upgrades. In this September report, staff had focused on completing the 1996/97 upgrades asking for $3,400, upgrading the character generator for $15,750 from the equipment replacement fund, and asked for $3,010 for an uninterrupted power supply. Staff met with the Budget and Finance Committee October 1, 1997, and provided more detail pertaining to the particular equipment. The Committee directed staff to provide a range of selections to choose from, explaining the range of opportunities for character generators, and return to the next meeting with this information. The November meeting was canceled, and staff is returning now to provide the detail requested October 1. Discussion The character generator serves the needs of three different users: the consumer grade - using VHS; the mid -level user, or industrial grade using SVHS, and the production or broadcast grade used by network television, described as SP- Beta -Cam, (there is also lower end version referred to as UV -Beta Cam). There are strengths and weaknesses for all three levels, and prices jump significantly from one to the next. VHS is economical, good for making copies, and relatively easy to use for the consumer grade. This equipment costs between $1,000 and $5,000. Page 1 0®013:, IM The SVHS brand, used by companies to make training videos, and by most local governments, is good for mastering and poor for editing. The sound editing is its greatest weakness. It can cost from between $10,000 to $20,000, depending on the quality of the graphics, the ability to use digital technology, and whether or not the equipment is based in a personal computer, or directly on the graphics machine ( "Toaster"). The more expensive units are PC based, which allows for much more flexibility, and the use of the digital technology. The Beta -Cam has excellent graphics, good sound editing abilities, and meets the FCC standard for commercial broadcasts. It can cost between $50,000 and $75,000. It is designed to facilitate signal conversions between digital and analog, depending on the graphics or stock footage inserted into the system, (it can import text and graphics files easily). The specifications for two of these types of CG units is attached. This is the best equipment offered, and not required by the FCC to be run on a government channel. The proposed system is a PC based digital system. It can import files from word processing software, and provide some of the graphic techniques uses in the Beta -Cam operations. Staff can change the data with little training required, making it easier and more efficient to manage. The character generator being used now is analog and not PC based. Every page available is being used, and extra pages are being added using a separate disk drive. When the power goes out, the system will reboot itself (unlike a PC system), but tends to place old files on the character generator, rather then the latest text. It has crashed several times, needing a the power supply to be replaced twice. The UPS system is being proposed with the new Character Generator to avoid this problem. The specifications for this equipment are also attached- this is the "Inscriber CG Supreme." On January 1, the cost of the software will be increasing 5 %. Recommendation That the Budget and Finance Committee direct staff to recommend the purchase of the new character generator and UPS system, as presented to them September 17, 1997. P 1MYV•1 <dC 1: 170 11G ISNv X T.bw PM4N12aFC IL 120 17.71 awe IM 2 &SAS.t2 PN- PV }Y)S61 ,l 1:6 IM 5010 v) b3.L5.12 t -D re 30SA(If.)(4) RESOLUTION NUMBER 98 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK AMENDING THE FY 1997/98 BUDGET IN THE AGGREGATE AMOUNT OF $19,550 FOR THE REPLACEMENT OF THE VIDEO BROADCAST CHARACTER GENERATOR (EQUIPMENT REPLACEMENT FUND 403- $16,540), AND THE PURCHASE OF AN UNINTERRUPTED POWER SUPPLY FOR THE CHARACTER GENERATOR (GENERAL FUND RESERVE 100- $3,010) WHEREAS, on June 18, 1997, the Moorpark City Council adopted the budget for fiscal year 1997/98; and, WHEREAS, the approved budget for Fiscal Year 1997/98 did not originally include funds for capital improvements within the Cable Broadcast Budget, Division 701; and, WHEREAS, at the City Council meeting of September 17, 1997, Council adopted Resolution 97 -1385 providing capital outlay monies for Division 701 in the amount of $3,400 for the completion of sound system upgrades initiated in FY 1996/97; and, Whereas, a staff report has been presented to said Council requesting a second budget amendment to the capital outlay in Division 701 in the aggregate amount of $19,550; and, WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: A budget amendment for the equipment Replacement Fund (Fund 403) in the amount of $16,540 and the General Fund Reserve (Fund 100) in the amount of $3,010, as more particularly described in Exhibit "A" attached hereto is approved.
